Yes, they should be. And the new chapter is definitely a strong NPC that will undoubtedly succeed over the next couple years, so don't count them out either.

I have a pretty good guess. I'm wondering if you're including the 2 non-NPC sororities in your list. I'm assuming one of them participates in rush, but I don't know about the other.

Yes there are two non-NPC sororites in the school. Neither of them are involved with formal recruitment, and both have their own recruiting system.
