There are several threads in the Recruitment forum on this site that you can read; they will give you awesome information on Recruitment and how to obtain letters of recommendation.
Every NPC sorority will have its own policy on who is eligible to write a letter of recommendation.
And, as a general rule, asking GC members (who do not know you) for recommendations is not favorably regarded or received.
