Is it typical on this campus to have almost half the groups not make quota? I thought with RFM in play there was a quota range where they looked at placing the most PNMs and helping the most groups get quota. I guess preference goes to placing more PNMs?

Just trying to understand these numbers. I do fine following all the other threads about RFM, and I think that I have a decent understanding of how it works. I just haven't seen results where such a high percentage of the chapters don't make quota under an RFM system.
