Starting a new Chapter

How does one go about starting a new phi mu chapter. Ohio State University used to have one but for some reason it was disbanded.
How can I start a new one?

What, the 25 NPC, local, and multicultural organizations aren't enough?

I suggest you try one of those before you bother trying to bring new chapters to campus.
