I'd think that it would affect alumni more because they're
generally not in positions of being at a chapter level and seeing how they're involvement can affect a chapter; unlike how if an undergraduate officer drops the ball, it's bad for the chapter. We had one of those last year - a bad Theta spoiled the community service involvment of the whole chapter. It could also be that they're moreso on the serving side of the eqn instead of how undergraduate chapters receive the services. This could lead to greater burnout of Alumni.
