There is no such requirement since as we have seen in numerous threads where any group of like-minded people can form a GLO.
Also to take it further there is no such requirement to be admitted into the NPHC if a GLO wants to join.
Now I suspect a school might make that a requirement for a new GLO to be recognized as a student organiztion at THAT school.
Of course I can't speak on NPC or IFC.
