Informals are really the way to go in your case.
If Informals are an option, I would consider it. Groups tend to be more lax at that time with that sort of thing.
Except if the campus is as competitive as stated, COB may not occur during the first semester. She is already an upperclassman, so waiting until second semester COB will limit her even further.
