Some risk management policies (which contain restrictions and guidlines for alcolol consumption) vary from organization to organization. Locals depending on their goals, vary from the NPC, NPHC and IFC organizations. Up-n-comings, I'm not sure how they fall in the trends.
This is the information I pulled from NPC's website on policies. These are resolutions. These are only selected resolutions. Their website is: www.npcwomen.org
Your summary sounds pretty accurate. If a chapter rather then individual members are invited to parties were alcholol are server, typically the sorority will have some type of sober sister program established. Being that i'm not in an NPC sorority you'll have to verify the accuracy, but I believe they can have parties at a venue site were a third party can provide alcolol as in a cash bar setting.

That the NPC member fraternities will continue to support the efforts toward alcohol-free housing in men's facilities with the goal being that the individual NPC member fraternities will work toward co-sponsoring only alcohol-free functions in men's fraternity facilities by the fall term of 2000.

Member groups will encourage their collegiate chapters to co-host non-alcoholic events with men's fraternities that have implemented a substance-free housing policy. NPC member groups will publicize their support for the substance-free housing movement and encourage other national fraternities to join this important initiative.

Alcohol & Soroity life
Pretty close , but here's the real dirt-
Almost two years ago, the National Panhellenic Conference (all 26 member sororities) passed the "Alcohol-Free Housing" Resolution, in support of the many men's groups who were going dry in their houses in the fall of 2000. Basically in a nutshell, sororities can not attend an event at a fraternity house where alcohol was to be present. This includes parties, mixers, philanthropies etc. Only dry events were permissible, and if they wanted to have alcohol, a third-party vendor (ie. a bar) had to be contracted to host the closed event.
Some of the men's groups have not gone dry (yet), but have found that it has been harder to attract sororities to have a mixer with them as the women's groups are afraid of getting into trouble with their Headquarters. All the NPC groups have adjusted their Alcohol policies to not allow alcohol/frat houses, thus the big fear. As well, when individual members go to 'frat' parties', if more than just a few go, this then becomes an official sorority event, and the chapter will have to leave (or if they stay - they are running the risk).
Of course, this doesn't stop a lot of women, but this Resolution is there to help sororities make their members more comfortable at a fraternity house, particulary in social situations. (ie. no pressure to drink, mauling, etc. - you get the picture)

Where are these active undergraduate sorority women that are such teetotalers (sp?) and so afraid of being molested at every event they:
1. Need to pass rules saying they can't be in a specific Fraternity house enmasse that has alcohol present.
2. Go to Fraternity houses anyway? I guess to desensitize themselves to the fear of sexual assault?
I also I like the implication that someone is taking a gun out and pressuring them to drink? Or that "mauling" is even common? I mean if mauling is common and almost accepted at a lot of chapters than some of us are attending the wrong schools and are missing out.
I have met active undergrad sorority women from all over the country and most seem a bit mature and sophistictated than the "prey animals" these types of resolutions portray them to be. The have handled themselves as people of social savvy often ahead of their peers, and most that I have met on the undergrad level don't particurly like the Resolutions. But they do FEAR their National taking their charter from them. Not a state I would find comfortable in an organization. So some comply and most do not.
As far as Panhell making harsher rules they do. I know some administrators in some major Greek systems and they have said the rules were made at their behest. This makes you wonder who the various panhell members on a campus are representing, the administrations desire to be tough on alcohol, or their sisters' rights to be treated the same as other undergrads.
IFC's and Panhell's have traditionally been the enforcement punishment arm of the administration . . . but that's a whole nother post bemoaning the stupidity of people.

Well, I did have something to say, but this chick pretty much nailed it. The only thing I didn't agree with was that the NPC is a "bunch of old women trying to run our lives" ... I'm sure there are varying ages of women involved, and that they are trying to run their own lives by not getting sued.

Oh my, I'm in love, I guess I'll have to move to Michigan to meet intellegent, articulate ladies, that also have a healthy dose of common sense, as well as not being afraid to speak out openly on politicized topics. And I agree with you 33girl, she's good looking also.

This is where I am confused.
I was looking at the TKE thread about how to project a great image. It was mentioned that one TKE chapter held a social/mixer/whatever at a backroom of a local bar.
Okay, here's my question. Given that the drinking age in many states is 21 and that many Greek brothers and sisters are under that age, does that mean that the under 21 members are required/can attend, but they have to stand around with a soft drink or Shirley Temple in their hand?? If that's the case, why not have a party without alcohol and smoky air? ((Boy, that would prob go over like a lead balloon.))
Okay, okay, I know that the answer was probably intwined in some of the other answers, but hey, I'm lazy and have had a headache for 2 days.
Since I hate the taste of liquor and I get enough migraines on my own without drinking, plus having my college in a small town, I never really found barlife that exciting..now some of my sisters..that's a different story involving Underground Atlanta #1 and the Mad Hatter.
