I'd strongly recommend not to blanket bid to help gain numbers, because it leads to internal strife. My chapter holds interviews at the conclusion of rush week, and then afterwards we discuss each member and vote on whether or not they recieve a bid. It takes a no vote 10% of the brothers to decline a membership. The decision to bid a rushee can be discussed and voted on twice in the meeting. Usually there is one or two that a huge argument ensues about giving the bid, and moreoften than not, the point of conflict recieves the bid. Most of the time, they turn out to be some of the better brothers. Select rushees to give bids, not based on how they are now, but how they can develop over the course of the next few years.
Do everything within your means to keep the chapter's finances in the black, most importantly, getting your members to pay dues and to be active within the fraternity.
Once membership expectations are set, work on creating a good social environment
(i.e. - mixers and lots of them) for your chapter.
