Yes, you could pledge a local or a national service/professional organization.
As a member of an NPC org, however, your commitment is considered lifelong. Instead of joining a local group, my opinion is that you should get involved in your fraternity's area alumnae association and keep you bond alive that way.
If a local group joined an NPC organization, you would not be eligible to stay a member of that group. The group's eligibility would not be jeopardized by your current membership, but your membership would be revoked once a national group accepted the local as a colony.
I actually worked with a local organization at FSU that was trying to become affiliated with an NPC group. At least 2 of their local members had pledged and initiated with 2 other NPC organizations at other campuses. The Exec Board asked these 2 women to resign their membership once they found out about the NPC rules. Unfortunately, the group has since disbanded and never got to realize their goal.
You could lie about your former affiliation, but is that really fair to either group? My opinion is, no, it's not.
