It means Continuous Open Bidding. It is any bid that is extending at any other time than formal recruitment. Am I correct? I'm transferring to ETSU this fall and I'm going through rush so I've been doing my reading.

It's also called Continous Open Recruitment. Where I go to school, the two terms are used interchangeably.
