Here at Nebraska (as well as Kansas, Kansas State, and Missouri) fraternity rush is carried out almost completely during the summer. Information is mailed to all incoming freshmen about rush for both sororities and fraternities. Those interested turn in rush applications along with a processing fee.
That application asks for contact info, HS GPA, ACT score and a list of accomplishments in HS. From there houses will usually begin contacting people based on the application. Also during New Student Enrollment, where the freshmen come to enroll for classes and the like, the chapters will have open houses in the afternoon so that people can come through and check out the house and get to know the rush chairmen.
Also during the summer each house will hold rush parties at various locations throughout the state. Usually they tend to be at a lake and the brothers will grill some burgers, and there is swimming, boating and other lake activities. Our house also has an alumni rush event held at the house of a local Alum, and we also have a Parent's Rush Day, where the rushees will come with their parents and get a chance to see a different type of rush party. From these events the chapters and the rushees begin to make their decisions. Eventually either the rushee will say that he want's to sign with the house, or the house will offer the rushee a bid. It's not uncommon for rushees to get more than one bid card. They make their decision and they are signed. This allows them to move directly into the house in the fall.
As for ways to get started in summer rush...I'd say get a list together of incoming freshmen that guys in your house know from HS. That'd be the easiest way to start, plus you can assume that they are goign to be fairly decent guys if they are coming as in-house reccomendations. Second, send out a mailing to your alumni, and any alumni in the area (even if they aren't from your chapter) and ask them to send in reccomendations for potential new members. Third, talk to Greek Affairs Office and see if they might possibly have a list of anyone who has expressed interest in goign through rush. If so that would give you a more focused group to mail to or call. After that, I guess the only other option is to send out mailings to all the incoming male freshmen. It might be kind of expensive, but I'm not sure if there are other options.
