And using Indiana as our example, the smallest chapters might be the most popular, but ALL the chapters are making their numbers. The smaller chapters might have more prestige, but the girls are accepting "good enough" at the bigger chapters. The competition is definitely there but the Indiana girls know what's what. The question is how do you get the Arkansas girls on that same page, and I don't know the answer to that.
But thinking at this from another angle, even the chapters who are struggling, relatively speaking, are still taking HUGE pledge classes. There may be no fixing the tier structure, but if those chapters are ok being in the game, then maybe it's ok for them to be smaller. And adding 2, 3, 6 chapters isn't going to change that, but it would bring the crazy pledge class numbers into line with sanity.
