It is only mentioned once though. The Facebook page doesn't mention anything about that requirement and neither does the Panhellenic blog. The numbers also make me doubt that as well.

I noticed that wording on the Panhellenic page as well. Since Chi Omega is colonizing this fall, I wonder if they can't include freshmen?

With the full disclosure that I don't work directly with that campus, I am pretty sure that freshmen can go through formal recruitment. I would hazard a guess that the website language is left over from when they had deferred recruitment.
