I have generally understood that it is pressure from National Panhel, not just local. I'm neither the Panhellenic nor Recruitment advisor, however, and I've never specifically asked, so I can't say that for sure.

No. Many of us are simply following the requirements set forth by our international organizations. This includes having MIFs/Recs on New Members. How these are obtained is up to each organization.
