Yep, my school did that too, though we didn't have to write it on test papers. The only way to get an ID number that wasn't your SSN, was not to have an SSN. They've since switched to random numbers.
I know some states put your SSN on your driver's license (though you can request a non-SSN number). That's pretty scary - if someone picks your pocket, even if you don't carry your Social Security card, they have your SSN and you can kiss your identity goodbye.

The State of Virginia used to have your SSN as your DL # until recently.

My school also had us put our SS# on everything. Really, if you think about it, anybody can get just about any info on you, so it's kind of a lost cause to try to hide out.
