If you pull the trigger, you do it to kill. When the other guy recovers, I doubt his story is going to be the same as yours.

Just be in a situation where you're in compliance with state laws and if you are carrying a weapon, make damn sure you are familiar with state laws.

There is no "shoot to immobilize" in law enforcement. That is not what their law enforcement training teaches. If immobilization is the goal, there is police force, tasers, and handcuffs for a reason.

Also remember that:

1. Police officers have to protect themselves
2. Police officers are not mind readers/psychics. They don't know what someone will do until it is done. They also do not always know what will immobilize someone therefore if the circumstances permit they will shoot to kill. That can include the very young and the very elderly if need be. That can also include people with physical and mental conditions if need be.
3. There would be some pissed off people if the police shot to immobilize.
