In all seriousness, it seems like you have very different values than 99% of us on this forum have. You want the stereotypical "greek" experience- you know, the kind you see in movies. Drink, drink, drink, frat party, haze, drink, haze a bit more, drink, jell-o wrestlingparty, whatever. Since your school is lacking in the number and choices of sororities, maybe, oh, I don't know, PNMs are looking for ACTUAL SISTERHOOD?
It's great that you want to rush girls that have the same interests. BUT, in previous posts, you want girls that can party and like to drink. Is that the only similarity? Because if so, then you will not have a group of girls that would get along. Hell, I can go to a bar and run into 10 other girls that like to drink like I do. But 10 bucks says that I wouldn't necessarily get along with any of them.
If you really want to succeed, then you have a fight ahead of you. But basically, you need to focus on the actual sisterhood. Otherwise, you will lose your members, will cease to exist, and in all honesty, I can't say that the resulting situation would really be a bad thing for your community.
Edit: One more thing- if I was a member of your sorority and signed on to this chat, and then read all of the things that you have posted... well, I'd be horribly embarrassed, I'd be kinda pissed, and I'd think twice about staying in this "sorority". I sure as hell wouldn't tell anyone about my affiliation with it.

And GammaDelt, I have a feeling the fact that your sorority is still around and promoting negative behaviors is part of the reason that the school is hesitant to allow pure social organization again.

I figured since we were talking about the organization in this thread, it would be helpful to get an idea of them by checking out their site. Also, I noticed in the Social Activities section of pictures, the girls are drinking in (what looks to be) a fraternity house. I wonder if the fraternity house they are drinking in happens to be one of the fraternities the President chose to put down. Hmmmmm....I wonder????

Though I do think a large part of the problem they are having has to do with the way they present themselves. There are pictures on the PUBLIC website showing them obviously drinking together as a group.

For the record, I took more of an issue with the "cooperation with administrative officials and faculties of the College" than the drinking, etc. I know that no one lives up to every value of their organization, but when you're blatantly and organizationally ignoring it, that's a problem. And since they have the ability to change their purpose, if they've decided they don't share those views anymore, I don't really have much sympathy.
As for the pictures, the few that I looked at were not that bad, and I have seen far worse from NPC groups. In the NPC case its actually worse because there are usually rules prohibiting it - this is a local organization and they can do what they want with pictures of themselves. I think there's been a large anti-local slant to this thread, which is unfair - they are not all like this.

^^^ Cosign. The reason I brought up the pictures wasn't to make fun of them though. GammDelt said that she is for the idea of going dry, but the sisters won't support. But if you have pictures showing the sorority as a group drinking, of course all you are going to attract are girls who feel strongly about drinking.

Getting back on topic (though I love the side commentary), I wonder if the reason numbers are down because, as the OP says, the girls are known partiers, because they have drinking at recruitment events, that some recruitment events are WITH fraternity men... perhaps a lot of women are looking for a sisterhood based on friendship/service/etc., and NOT on booze and boys.
If the first thing PNMs see(at recruitment) is drinking and fraternizing with boys, what reason is there to join?
I bet you five bucks that if they took drinking and boys out of recruitment, things would be VERY different (if people can get past their reputation enough to check them out).
