I'm sure the rules allow them to join, but perhaps they get glares or nobody talks to them.

I would have thought this is the case too. However, if there is no mutual selection process, then, couldn't lots of less-desireable students join the more desireable societies without being stopped? What does the university do when an unusual amount of rushees all wish to join a small handful of the societies? I wish we could ask the BJU students, but they're probably not allowed to access greekchat....
