It depends on how you approcah it. We turned down an interest group at Ohio University (where we would like a chapter) because the interest group was a risk management problem. We accepted an interest group at Oneonta, where there are huge hazing problems, because of the caliber of the group, and their commitment to form a responsible fraternity.
Also, why would anyone want to "catch SigEp and SAE?"
