Standards Board should always be the first stop since that's what they are in place for. I'd start there -- is there not protocol for speaking during meetings? We have a system in place that requires each sister to be recognized appropriately -- that's kind of strange that he won't let anyone talk.
Who's his big/lil brother? Maybe one of them could approach him. I don't think he should be booted out first thing (which is why our Standards Board follows a procedure) but he could use a helpful reminder that he is the chapter president and not Hitler.
