Oh OK, I see it now LOL. That was confusing.
It does seem like they want nationals, but it also seems like they don't know anything about NPC expansion procedures. I mean a sorority is not just going to give an interest group their expansion budget before the school even approves the interest group! It's definitely geared to fraternity expansion.
Loras College forced their locals to go national, and as far as I know ASA is now the only recognized GLO there. You need to be sure that the locals are on board with going national, or they'll go underground and that will cause way bigger problems.
