She should certainly pay a serious penalty for this. In fact, I think lying about being raped is a worse crime than being raped. Not only are you hurting the falsely accused man, but you are hurting victims of rape everywhere.
It's true that a 16 year old girl probably lacked the maturity to understand all that. However, kids that age are tried as adults all the time.
It sets up for a complicated issue.
I absolutely believe that she should suffer some consequence over this including jail time and if possible some restitution to the man who she falsely accused.
