Part of the Texas (Corpus) costal evacuation plan involves turning all 4 lanes of I-37 into northbound traffic (reversing the southbound lanes) to double the capacity the freeway can handle. I have seen thsi happen on I-40 in North Carolina. Seeing the above photo makes me wonder if Florida does the same thing?
