By the time the judge said no, isn't it already toolate to have an alternate plan? How much would it have cost to have a protest parade in the street, like the one used for Macy's Thanksgiving Day Parade, during the convention?

Yes they also filed their claims too late on top of not wanting to post bond or be responsible for their actions.
