While I can't speak for the other NPC's, in ADPi, an alum may write a rec or a collegian in good standing may write a rec. **The collegian must not attend the same university as the PNM is rushing. (That is, as an ADPi collegian, you can't submit a recommendation to your own chapter. But if your younger sister is a PNM at your school, then yes, you do submit a Legacy Introduction for her.)
I think a recommendation and a legacy introduction both carry considerable weight; you have been formally endorsed by a member. They are different forms, but both serve to represent a PNM favorably. I'd advise any PNM, legacy or no, to secure recommendations. I don't think it is wise, though, to have multiple recs to one sorority when they are all from information-only sources (ie: secured through Alum Panhellenics, you don't know the recommender and they are providing info-only endorsements).
Again, each NPC sorority has their own policies regarding recs and legacies.
