Yep. Either total or a certain number of sisters. I read this too, and I think it's BS. Plus it can put a horrible thought in the pledges' minds - "wow, do they like me, or did they just bid me to avoid the fine?"

I think we have a minimum amount of insurance we have to pay that's based on a certain chapter size, but that's different. From what I've read this is a straight up fine, no services received.
