I agree with the pepper spray. I'm not sure about the legality of tasers. I think that you should carry a cell phone and a whistle. Also try to go places with someone.
I think that you should contact the local police station about starting a neighborhood watch association and increasing the police presence. I'm not suggesting being a vigilante and going after the creep. I just want you and your neighbors to be safe.
