This is interesting for an interview...is it for an HR position?
I think they want to see how you think. Outline all of the steps and think about everyone you will need help from. You may even want to consider how you would organize everything (maybe access/excel) and stuff like that. Start big, but try to think of everything you can, just in case they ask you about something random.
Since its a phone interview they may not actually see what you create (although they may want you to email it to them?), so you'll want it to be as simple as possible for you to refer to it during your interview, so pictures and outlines will be ideal. You don't want to write a memo (unless they want it) because you don't want to spend time skimming it when they ask you questions. (You'll probably have to refer to your plan during hte interview otherwise you may confuse facts.)
