Fly to their area for about a week or two & squish as much as you know about the pledge process into a few weeks. Leave one or two girls in charge & let them continue to educate the other girls. Fly back for initiation.

I agree. It's difficult to start a colony without physically being there. You also need to make sure that once they're a full chapter, you start to look into liability insurance. If they do something over there that gets someone hurt, it could easily come back on you.
