What it comes down to is mostly semantics. Basically, the Midwest is broken up into two subsections: Great Lakes (Wisconsin, Illinois, etc.) and Great Plains (Oklahoma, Kansas, Nebraska, etc.). People in Wisconsin are more likely to refer to themselves as the Midwest and Oklahomans as living in the "Plains states" -- I would never think of myself as living in the "Great Lakes" region, for example. But for people who live in Oklahoma, for example, usually think of themselves as living in the Midwest too.
Basically, I think it's mostly personal. I would say that "the Midwest" covers the western half of Pennsylvania through Iowa. To some people who live out West, they consider Wisconsin to be "on the East Coast." To some people who live out East, they consider Wisconsin to be "on the West Coast."
In terms of Greek life, I think Oklahoma outdoes even some of the biggest Southern rushes.
