The law is strange in many ways, but it seems like a real stretch to hold the fraternity liable for a crowd on a street outside a third party vendor.
It also sounds like the vendor and the chapters made a good faith effort to control the party and the crowd allowed inside.
We may not know the whole story, but what more could they do?
