I think you overlook one important thing (among others). Without the overall "group" buying power of your national organization, insurance would probably cost MUCH more. In fact, it would probably be out of reach for most locals.
The "crackdown" if you will, on things like hazing and underage drinking is in response to those rising liability costs.
