wait a minute....if he was on any sort of "foreign reltaions" comitte, that pretty much takes out of "private citezenship" or whatever. Besides you can always be a goodwill ambasdor. No laws really forbid meeting with outsiders. That violates the whole prinicipal of Federalism. We just can't make alliances or promice anything.
