We used to do movie nights in our suite where everone would sit around watch movies, eat and talk. Sometimes we even did themed movie nights like "chick flicks" or "80's". They were cheap since we normally raided sisters movie collections and the only real expense was snacks like popcorn and cokes. Sometimes we even hung up movie posters around.
Event parties are also good sometimes like tailgating before a football game at a sisters house or going roller skating.
We also did "coke dates" before a lot of informal recruitment events that way ahead of time some of the guests knew some of the sisters. Coke dates are when one sister invites a potential rushee she knows out with two or three other sisters (and sometimes a few more rushees) to have coffee or dinner somewhere. That is a good way to get to know ahead of time some basics of potential members.
hope that helps some. I know the main requirements for our COB stuff was always cost and ability to pull it off and those things are fairly easy and cheap to do.
