There should always be someone in the station, and if you're on with 911 they can be ready for you.
If you know where the police station is and it's nearby, I still would go there. (Sometimes just the fact that you pulled into a police station will spook the guy following you.) Otherwise, do go to a public place, but be sure it's a well-trafficked place (and well-lit if it's nighttime). Pulling into an abandoned strip mall isn't going to help.
