Sounds like a bad case of sour grapes on the part of the victims' families and others whose designs weren't chosen. You can't satisfy everyone.
Over 20 years ago, a similar controversy erupted over the design of the Vietnam War Memorial in Washington DC. First, that the designer was of Asian-American heritage (Maya Lin), second, that the monument by itself was depressing and didn't quite tell the story, so a couple of statues of soldiers were erected later. Today, it's one of the most-visited monuments.
