How could it be a JOKE that got out of hand when they went to get married and had to leave to get a marriage license first...and THEN proceeded to get married. A joke would have been trying to get married and let the press have a hay day with it. But going out of your way to get the actual marriage license and then doing it - that's not a joke. There's some thought that goes into that
