I am just b**ch enough that I would call the cops on him and his scuzzy friends. But I don't know that most other people would have the stomach for that.

Ditto. Call the police, call CPS (because the kids are being abused by being exposed to their parents' drug usage), call whomever you need to remove this person and his friends from the premises.
