Nope not naive at all. But all universities with greek life and orgs have hazing policies. But we still have an active forum devoted to risk management and hazing on GreekChat.
But it's I think idealistic to think all that's needed is to adopt an hazing policy and that's all. Likewise a VHS video won't magically effect change or instil responsibility but I guess the hope in producing the videos was to help in some small way with a problem that affects us all; even when we have no link to the renegade greek chapters and their resident idiots that create this negative press and injure people.
