I've been thinking about your situation, and it just seems to me that your parents should be the ones to "do something about" his behavior.
You are not his mother; it's not up to you. Talk to your parents. Insist that they work with him to get his behavior under control before he turns into something worse. And I like whoever's idea it was to tell your parents that you will not be coming home until your brother is straightened out.
