If someone got into my chapter after rushing twice, I can't imagine that anyone would hold it (rushing twice) against her. After all, if she ended up getting in it would be because we wanted her to get in (if that makes sense).
For the most part, though, if our chapter cut someone once they'd probably cut them again. It wasn't a hard and fast rule, but that's usually how it went.
