Actually it is possible, that's how they get Edward VII and other such names in England. The children don't necessarily follow in succession and in some cases are not children/grandchildren.
I also grew up with a boy who was the II, but was named after a cousin that was killed in Vietnam. The cousin didn't have any male children, so I think it was appropriate. Definately not cool when the "honoree" has a male child or has the opportunity to have a male child.

The only credit I give Ms. Averson is that the baby's first name is not Allen. Of course with a first name like Mister what the heck else are they supposed to call him. If she had named him David Allen or something like that, I would have been
