She has every right to decline any and every invitation she receives - that is protected by NPC policy (see the Membership Acceptance Card demo). You can not make anyone go to a group they clearly have no interest in going to. If that campus has a rule that says you do, it may need to be modified as you can not penalize a PNM for not accepting an invitation. Most importantly, a rule like that doesn't have the PNM's best interests in mind, which is why we do recruitment the way we do in the first place

More often that not, a rule will say that a PNM has to attend a certain number of rounds to be eligible to be invited to pref/get a bid - I think this is more of what you are thinking of... In this case, she is still attending the round, thus still eligible.

(We had a problem with this in the past, and in working with the NPC Area Advisor, we got it straightened out (I'm the Panhellenic Advisor)).
