Actually, to my knowledge, there were only a handful of cases of looting...the downtown core was a mess when the power went out, everyone driving in the traffic mess were quite reserved.
Conversely, all of Quebec had power, so all the hotel geusts at work checked out and went across the river to Gatineau.
