What would YOU do if you found out that your line-sister/brother had stolen or extorted money from your chapter's treasurery?
How would you vote?
Suspension (for how long)?
Expulsion?
Allow to remain active?
Under what circumstances would you abstain from a vote like this?

Several organization's constitutions and SOP's have provisions regarding this matter.
This matter should be brought to the member privately first, then just as with any other corporate entity, the issue should be handle with extreme scrutiny and under mediation, internally.
If all other recourses have been exhausted, then the best course of action is to take punitive damages.
Depending on the extent of damage, knowingly or unknowingly, persons of higher positions may need notification...
Looooonnnnngggg time ago a member of my church extorted money from the youth fund. It was found by an audit. My mother chaired the committee to find out what happened to the money and why. She identified the person and discovered that this person was in dire familial financial straits and there was utmost temptation to steal from the church youth fund... The person had intended to pay the money back before it got noticed missing, but it was too late. However, the best thing my mother did was not to embarass this person, nor persecute the person for the stealing. And it was a good lesson in hate the sin, not the sinner... It test one's Christianity...
So that is just one way to approach a sensitive situation such as the one you described...
