Have you tried just finding a job in the Police Dept.? Like dispatcher, or anything IN THERE? Try your BEST to stay close to what you want to do - try to get a job in the department or in the building; at the very least get a job next to the building!
You just want to get your foot in the door. Make FRIENDS; make MANY FRIENDS when you get in. Once you are in, you will learn about more job opportunities within the department as well as the "inside scoop." This way, you'll know what's going on and then apply or talk to the appropriate people (friends) when the opening you want appears
