Get two partners in crime if possible. Three people know more than one.
Pick two people you don't mind socialing with either.
The make it or break it will be whether people jell as a group.
Don't make conventional meetings. Meet with your two friends or whatever, in an easy central location over coffee and snacks, have extra stuff. Food sharing is one of the earliest forms of bonding. And then make plans to go out or whatever from there.
Use the proffessors in your major as your primary attribute. Get them to announce it it in class. However, visit each program Prof personally and ask them to they would nudge one of their special pet students towards your group.
If you have a special rapport with some profs, have them send a bunch of students.
Luckily you have a specific population to draw from that should be interested in playing with you.
