I dunno, though... Sometimes non-NPC/IFC chapters don't have as strict of requirements as those who are. I know there's a service sorority on campus that still calls their new members "pledges" and do things that separate them from the chapter... not as big of a deal as what the Sigma Chi Omega guys are doing, but still...

P.S.-I wonder what Sigma Chi's take is on the fact that there are such similarities between the two... down to the white cross.
