I'd rather see welfare live than our population die out. I don't think children are the root cause of welfare. Perhaps a factor in continued aid, but not one great enough to cause or even allow welfare to die out eventually. I think to some extent laziness is a larger factor in welfare, one that reaches further into the evolution of our society in values and as a whole.
